According to the Chinese government website, on July 10, the State Council issued the Notice on Doing a Good Job of Replicating and Promoting the Seventh Batch of Reform and Pilot Experiences of the Pilot Free Trade Zone.

The Notice points out that the construction of the Pilot Free Trade Zone is an important strategic initiative of the CPC Central Committee and the State Council to promote reform and opening up in the new era, and shoulders the important mission of better playing the role of a comprehensive test platform for reform and opening up, exploring new ways to comprehensively deepen reform and open up, and accumulating new experience. According to the CPC Central Committee, the State Council decision-making and deployment, the Pilot Free Trade Zone is located in the region and the relevant departments combined with their respective Pilot Trade Zone functional positioning and characteristics of the features, and fully promote the practice of institutional innovation, the formation of the Pilot Trade Zone, the seventh batch of reform pilot experience, will be replicated and promoted nationwide.

According to the Notice, the reforms to be replicated and promoted nationwide cover five areas: investment and trade facilitation, government management innovation, financial openness and innovation, high-quality development of industries, and protection of intellectual property rights, including "unification, standardization, and informatization of the approval of engineering and construction projects", "export goods inspection and quarantine certificates", and "export goods inspection and quarantine certificates". The Notice requires that all regions and departments should combine the replication and promotion of the seventh batch of pilot reform experiences with the consolidation and implementation of the first six batches of pilot reform experiences, strengthen the system integration of pilot reform experiences in the same field, and enhance the synergistic coupling of pilot reform experiences in different fields, so as to promote the systems in all aspects to be more mature and more stereotypical, to turn the advantages of the system into the effectiveness of governance, and to promote the modernization of the governance system and the governance capacity, and to Further optimize the business environment, stimulate market vitality, and build a new open economic system at a higher level.
